The 1979 Navarrese parliamentary election was held on Tuesday, 3 April 1979, to elect the first and only Foral Parliament of Navarre, the provisional legislature of the province of Navarre. At stake were all 70 seats in the Parliament, determining the President of the Navarrese Deputation.

Electoral system

The 70 members of the Foral Parliament were elected in 6 multi-member districts using the D'Hondt method and a closed-list proportional representation system. Districts did not coincide with provincial limits, being determined to coincide with the province's historical merindades of Estella (10 seats), Pamplona (capital) (18), Pamplona (rest) (13), Sangüesa (9), Tafalla-Olite (9) and Tudela (11).

Voting was on the basis of universal suffrage in a secret ballot. Only lists polling above 3% of the total vote in each district (which includes blank ballots—for none of the above) were entitled to enter the seat distribution.[1]
