Secretary to the Government means the Secretary (including Acting Secretary) being the administrative head of a Division or a Ministry in Bangladesh. The national opposition's miseries were capitalized on by the government. The President addressed all upazila chairmen in four divisional gatherings. Only very recently the upazila chairmen have publicly pledged their support for the policies of General Ershad. The regime reciprocated by extending the term of office of upazila chairman from 3 to 5 years, equating his status with that of a deputy secretary of the government and a major in the army. The government is also considering[when?] the possibility of involving upazila chairmen in various national-level developmental forums. All these Secretaries are assisted by Additional Secretary, Joint Secretary, Deputy Secretary and Assistant Secretary.[citation needed]
