European qualification

What's the basis for saying that West Brom and Burnley qualified for the next season's Fairs Cup, and Forest did not? According to 1967–68 Inter-Cities Fairs Cup, the three English teams in the Fairs Cup that year were indeed Forest, Leeds and Liverpool, as one would expect from the table.
