Question for ADM Kirby and GEN Jack Kean

Odessa appears to be a target for control by Russian troops. It is still a free, open Ukrainian port, into which supplies of food and other humanitarian assistance, and perhaps military items, could flow. At Ukrainian invitation, why can't U.S. vessels, civilian and military, be put into port at Odesa toserve as a deterrent to the Russian invaders?
