Editing more detail to definition

Fellow wikipedias, I have found some references to expand upon the definition and significance of the Barcelona Principals. I want to add "They were the first overreaching framework for effective Public relations (PR) and communication measurement. Barcelona Principels 2.0

In 2015 the Barcelona Principles updated there guidelines and definitions.
