I think RCA probably did issue this on CD in the 1980s. They certainly did issue Changestwobowie on CD - I've got a copy

Oh yes, the original RCA CD was issued probably in the years between 1984 and 1985, because that's when a huge part of Bowie's albums got released by RCA on CDs for the first time.

However, ChangesOneBowie on the CD by RCA is so hard to get that most of the sources listing Bowie's catalogue don't even include it.

It remains unreleased by Ryko/EMI in their 1990/1999 remaster series. --unsigned comment by XAVeRY, 15:13 (UTC), January 6 2006
