Actually, since the government in the movie is based on the structure of the emperor or empress of the Empire of Alphatia in the D&D/AD&D campaign world of Mystara (also known as the "Known World" of the old D&D game), it's the other way around - the monarch runs the country, but is checked and can be deposed by the governing body. In the description of the Empire of Alphatia, this governing body is called the "Grand Council" or "Council of Wizards" and consists of 1000 extremely powerful archmages (all level 36 in the original D&D rules) Apocryphan (talk) 20:44, 16 December 2008 (UTC)[reply]
