Forewarded motion in the House Of Commons for a medal of honour for all service personnel for valour which became the Victoria Cross

This is an important part of the history of how the highest medal for Valour, the Victoria Cross, was first officially put into motion.

This is a noteworthy achievement and/or action in the creation of what is regarded as the highest honour granted for valour to any serviceperson in the armed forces that is not unencumbered by rank or even being an officer.

I think this is important to show this fact that is recognised by all authoritative sources on such matters.
