[edit]This article should not be speedily deleted for lack of asserted importance because... it appears to be a pioneer in the field and has attracted international attention - even though it is a very small organisation. Use of healthcare here is falling, while everywhere else it's growing. It needs it's own article because it is a joint venture between larger organisations.
