Selimaj Shooting

I've improved the references and added detail concerning the shooting. The weasel word "controversial" should be removed and the following inserted before the first bunch of footnotes once the article has enough additional detail about the department to balance out the weight of the following. Right now, however, it would probably give undue weight to this single incident:

Officer Anthony Pecorella testified at the hearing that Morrison shot Selimaj when Selimaj lunged at him with a knife after Pecorella had unsuccessfully attempted to shoot her with a Taser. Witness accounts say that Selimaj was on the ground or almost on the ground when she was shot by Morrison; other witnesses said that nonlethal force should have been used to subdue the small–statured Selimaj, who was screaming and threatening the lives of officers, even if she had a knife.
