Having finally found The one source for this article: Muhammad Umar Memon. Review of Public Duties in Islam: The Institution of the Hisba. by Ibn Taymiya; Muhtar Holland (trans.) International Journal of Middle East Studies, Vol. 17, No. 1. (Feb., 1985), pp. 141-142
I think there is a good case for this article being made a redirect to Muhtasib.

The review is of a book that

deals not only with business practices but also assigns to the Muhtasib certain other functions which, properly speaking, come under such diverse heads as religious activities, community affairs, and municipal administration.

i.e. that is of the class of books that the "theoretical writings on the role, function, and tasks of the muhtasib" mentioned in Muhtasib#Literature. Consequently I am going to redirect this article --Louis P. Boog (talk) 17:32, 23 August 2021 (UTC)[reply]
