Prisoners of war?

The article indicates that the Camp housed prisoners of war - although from the sources I am not sure this is accurate. Would it be more accurate to say that the Camp housed people designated to be enemy aliens residing in Australia, or citizens deemed to be sympathetic to the enemy?
