Proposal to Split NOTA article in half or more -- American and European

The article is terrible. It is a mishmash of anything with NOTA in the title. There is clearly enough material to create this type of split. I'll help edit or whatever needs to be done.

The article, after split, should be category : government

                                                   category : voting ballot or ballot or voting

and should be referred to ballotpedia for their appraisal as well. I hesitate to insert the category tag at this time because of the unwieldy nature of current article. Needs a lot of professional edit. And an image, which I'm searching for and will find.

I am aware of a prior proposal to do a split back in 2009, but the point, I think, was entirely missed, maybe not. I'm not good with weasel words, folks.

Anyway, ON THIS PAGE -- I corrected a cite and added a cite. ALSO a category. Also am editing another AFC [Municipal Advisory Councils]]. FYI, these are a state-created form of local government, akin to special districts, i.e., water, sewer, fire protection, improvement, local agency formation commissions and other special districts or joint-powers agencies. So, I was an instrumental part in the development of the local Muncipal Advisory Council on this page. --- I need to add Municipal Advisory Councils to the first list of categries:list of state agencies. Similarly, special districts also need listing in the same category. Maybe, this latter action has to wait until, and if, I create an article Special Districts. Is what I've done OK? Just noted a page Special Purpose Districts which covers the territory pretty damned well as far as the U.S. and what they are generally. Perhaps I should import some of the text and reference California state code ??? However, in the above message I was thinking specifically of California, not the country in general. Lede Need for Article

Thank you for finding this article and pointing the need for a proper lede. I am working on a short and comprehensive lede to temporarily insert. It should be acceptable to editors. This a work in progress as time permits. Article needs further development. Much of the refs are archived the Davidson Library, University of California Santa Barbara with public access; just obtained the URLs. I'd like to see this article assessed after the lede and cites are inserted to Start Class, as Wiki sees fit. Thanks again.--Weathervane13 (talk) 21:32, 2 May 2012 (UTC)[reply]
