Kel Knight: Cultural Phenomenon?

Is Kel Knight a cultural phenomenon? Is he the first male Australian character who is openly, willingly in touch with his feminine side? Though his preoccupations are often laughable, I object to the comment in the wiki that he is effeminate - he's hardly just off a Sydney Mardi Gras float. (Ok, so he shagged sailors when he was in the navy, but that seems to have been just a phase!) His understanding of women, by Kath's admission, appears to have made him a great heterosexual lover.
