I don't think these statements in the article (near-identical copies of remote sensors and no changes will be applied to OLI-2) are correct. One difference from Landsat 8 is that the OLI-2 and TIRS-2 have been increased from 12-bits on Landsat 8 to 14-bits which allows for 16,284 colors.[1]
