Added USS Franklin (CV-13)

I was surprised to see that there was no mention of his command of USS Franklin (CV-13). Given that he was in command during the historic 19 March attack, I decided to add it.

If anyone feels the addition needs rework, please let me know via my tlak page, as I'd likely not see it here.
