MINOR correction needed

[edit]These comments are based on the "Latest revision as of 09:10, 17 February 2021" version of this article (the "Political alliance" article).
The opening sentence of the second paragraph of the article currently says:
Coalition governments are formed when a political alliance comes to power, or when only a plurality (not a majority) has not been reached and several parties must work together to govern.
and (as you can see) it contains a superfluous instance of the word "not".
That sentence should (and does) contain at least one instance of the word "not". The occurrence of the word "not" in the (parenthetical) phrase "(not a majority)" is sufficient. It is supremely adequate. The presence of another occurrence of the word "not", in the locution "has not been reached" is incorrect.
How to fix it
[edit]My ["minor"] suggestion is: to remove the word "not" right after "has" and right before the words "been reached". Doing that would change
when only a plurality [...] has not been reached
-- which seems kinda crazy to me -- into
when only a plurality [...] has been reached
which sounds more logical. Besides the fact that [the main point, there, is that] it is a majority -- not a "plurality"! -- that has not been reached, I would also point to the presence of the word "only" as evidence that the intent was, or it should have been, to say that only a plurality [...] has been reached. IMHO the locution << only a plurality [...] has not been reached >> was obviously not intentional.
