Found http://otten.freeshell.org/moodyblues/53_81.htm which claims it is March 10 1980 but refers to "Higher and Higher" #31, Summer 1996, p.13-33. I found scans of this magazine at http://moodybluesattitude.yuku.com/topic/1404/Higher-amp-Higher-Issue-31-Summer-1996 which confirm Feb 19. I'm satisfied, though I don't know if it's suitable to be called a source.
