I know it's somewhat radical, but I was bold and decided to make this page a disambiguation page. As I said in my edit summary, "We already have passing loop, rail siding and balloon loop." Passing loop and rail siding are currently in the process of deciding whether to be merged, so there really is no sense confusing everyone MORE by having yet another page that really describes the same thing. Hope this helps reduce the confusion! If I inadvertently deleted any info in the process of making this a disambig page, please feel free to edit it back in as appropriate (or put it in the more appropriate article).
