This page says that a Media Server merely stores and allows access to multimedia content. But as far as I know a media server is also responsible to decode information and then stream the result of the decoding to the media client (so that the media client can be a dump client witch will present the content no matter what its encoding is as long as the server can decode it)

Yes that may be true, but its sort of a broad term that is used for a lot different devices. I'm not saying that this is right, but it seems to be the case.

Media servers don't necessarily store media. In the domain of networks, the media server term arose from an architectural discussion to separate various appliances into one part handling the media and another part handling the application related control logic. See e.g. http://www.tmcnet.com/ims/0207/ims-feature-article-the-media-server-in-ip-networks.htm. Do you have any idea how long it took me to find all those. That was a huge wealth of hard to find information. Well I found most of them, and I didn't think some of them should have been on there, but I respected other people, and even if I didn't think it should be on there I left it. Who the hell would do that?

The deletion in question was presumably https://en.wikipedia.org/w/index.php?title=Media_server&diff=221614847&oldid=221575939 ) for "unencyclopedia content" i.e. a list of links to external web pages.
