What is it?

@Weichelt: I can see that you care about this article, but there is room for improvement, most importantly in the lead section. The lead section is supposed to give a brief summary of the article, in such a way that the reader can immediately understand what the article is about. Basic -but very important- information about what the NCCRAHS is and what it does, is currently missing from the lead.
