Just some stuff that should be added to this article.

Indeed following the closure of pirates in 1989 there were indeed some stations which broadcast illegally following the introduction of the 1988 Act.

You had Q101 which broadcast in 1994, later moving to 99 MHz when RTE's Radio Na Gaelteachta set up a transmitter on 101.1 MHz The station changed it's name to Power 99 FM. Later it closed down

There was Radio Enterprise 99.1 in 1995.

There was Fresh FM in 2002, which played non stop music with professional sounding jingles. This broadcast on 103MHz. If memory serves, the station became too popular and the owners pulled the plug because of this.

You also had the Kiss 106 station which was running during the first decade of this century.

There was also a NCW station which broadcast until it was raided by the ODTR.
