Page 246: "Troops of the Tyl, Construction and Billeting Troops and Troops of Civil Defence were headed by deputy ministers of defence. The special troops - engineers, signal (radiotechnical), chemical, railroad (construction), road (construction) and Automotive, each headed by a general or marshal, are not a single organisation. Each has its own service chief, reporting directly to the Minister of Defence."

It may also have engineer, chemical, signals, air defence, and guards." Each of the services has a deputy commander-in-chief for the Tyl.
