Clean up and copy right issue resoloution

Verbage changed, wikified, clarification added... what else could be added?

Possibly construction techniques (wing dam/river diversion use in construction), proliferation, history of design, implementation (there isn't much "big ::picture" info when talking about total water projects, ie: western US reservoir/irrigation systems, though it's one of the largest construction projects ::in the world), we really need a civil engineer to go much more in-depth. Possibly a reference to how different spill ways manage erosion problems and other types of baffles, though that may be a different article.
