Transit Numbers / Geolocation

It is currently stated that "The final digit of the transit number indicates the geographical location of the branch." This may be true of TD bank, as the linked resource states. However, this is the not the case for all Canadian banks. An example can be found here, http://canada-banks-info.com/routing-numbers/royal-bank-of-canada-routing-numbers/01248-003/.
