Yes, currently there are only roads marked with this template, but its intent, as it clearly states in its text, is for "road and road transport-related articles". As is the case with all other country-specific road stubs. Before you tell me that that's wrong, @Ajf773:, you might like to check who it was who created {{NewZealand-road-stub}} (and many other road-stub templates) in the first place, as part of WP:WikiProject Stub sorting. It's standard practice when there aren't enough stubs for a separate transport-stub for a country to add a national road-stub to an article on road transport in general - hence Trolleybuses in Brisbane, Taxe poids lourds, and Zone Bleue, for example.
