Mob in the movies

The cut-scenen right after Peter says to Cleveland "Relax. There is no mob. You're thinkinh of the mob in the movies"... Is it definitive that this cut-scene is a parody of Good Fellas? Production Quality Issues?

Has anybody here noticed that there are parts of the episode where the animation frames jerk up and down a little. Is this a production issue or is it a parody? --Proceding unsigned comment by 24.22.115.248
