Tom Payne was an Victorian English Celebrity Libertarian who Wrote 'The Rights of Man', and a friend of Mary Wollstonecraft Shelly, who then wrote 'A Vindication of the Rights of Women', since Payne neglected to mention the fair sex, and which became the founding document of the suffragette movement.
