Toma Bebić meets many of the criteria you placed for artist to be notable...And according to above definition,Croatia is certainly not a *small* country (4.5 million people),and Toma was a big face in Yugoslavia also (22 million inhabitans). And,Toma was and is one of the more important musical and artistic figures to appear in croatia in second half of 20th century...Just to say that coatian hip hop band "The beat fleet", known as "TBF" on more than one occasion sad that their acronym really means "Toma Bebić fan"..and TBF is widely known in countries of ex-Yugoslavia, they have clips regulary on MTV adria, so i think he meets the criteria...
i know any of these claims i just stated are not verified,but actually i never write articles on wikipedia....this is just to put some support until someone edits an article to fullfil it :)
