Post-Peasant War Upper Swabia

In the book "Caliban and the Witch" by Silvia Federici, an endnote about Upper Swabia reads as follows: "[...] the "true child of the revolution" was the territorial assembly, instituted after 1525 in Upper Swabia, providing the foundation for a system of self-government that remained in place till the 19th century". This sounds very different from the history told in this article (which lacks sources, by the way), which seems to describe the area after the Peasant War as devastated and hellish for the inhabitants.
