Time tunnel?

Yeah, I saw the same thing, and it should have been a citation of the Franco-American Extradition Treaty of 1909. The error here is a repetition of the error in this source: http://supreme.justia.com/us/299/5/case.html. The correct treaty is mentioned on this page: http://www.paclii.org/pg/LRC/wp/WP_24.html#fnB26.
