Bob Rayner is a good faith editor and he has never struck me as leaning more one way than the other on Kosovo-related matters. The "disclaimer" is necessary I admit but once per page, on first mention, tends to suffice. So long as Kosovo minus three municipalities is conforming to one system in everything it does, all of its subjects need to have coverage akin to sovereign nations.
