The current content of this page and article title suggests not, but the actual content on this page suggests that it's a disambiguation page for DVAs. Can this please be discussed and agreed as to exactly what this page is? ItsPugle (talk) 12:50, 7 July 2020 (UTC)[reply]

This is a WP:DABCONCEPT page, not a disambiguation page. It can't be a disambiguation page because all the topics listed on the page are subtopics of a single concept, and are capable of being discussed in that context. In theory, if there something falling outside of this group such as an album or a periodical titled Veterans' Affairs, and if it could be shown that the concept outlined in this article was not the primary topic of the phrase, then a disambiguation page could exist, but it would still be a separate page from this one.
