Actually, that's not it -- that's CWEB, a different package which does more-or-less the same thing for C as WEB does for the language in which TeX and METAFONT are written (allegedly Pascal). I've added an appropriate link for WEB to the article, but I'll repeat the URL here:

Is that joke? How one supposed to use tangle.web?
