Tamil Nadu Muslim Munnetra Kazhagam (Tamil Nadu Muslim Progress Conference) is a Muslim non-governmental organization established in the state of Tamil Nadu in India in 1995. Also called the TMMK, it has described itself in news releases as "a mass based" organization.[1]

History

1995-2000

The stated objective of TMMK is to protect the rights, dignity and honour of the Muslims and other depressed section of the society and to strive for the social, educational and economic upliftment of the Muslim community.[2] It has a registered membership of about 500,000. During the Coimbatore riots, TMMK documented the carnage and took up the matter to the National Human Rights Commission and other authorities. It collected relief fund for the victims and disbursed relief worth $500,000[3].

Flag

Bylaw 4 of the Constitution of TMMK describes the flag of the organisation with two horizontal stripes in black and white similar to Dravidian political parties. The black colour signifies darkness and ignorance while the white colour signifies the light of enlightenment.[4]

Though not a quango, TMMK resolved not to contest, for a decade, in parliamentary, provincial assembly, local authority, government and co-operative organisational elections under Clause 3 of Bylaw 2 of its Constitution[5].

2000-05

The President Prof. M.H. Jawahirullah attended the IX Session of UN Working Group on Minority Rights which is a sub commission of UN Human Rights Commission at Geneva in May 2003[6].

TMMK has organized two major state level programmes, the Muslim Right To Live Conference in July 1999 and a mass rally in March 2004 to demand separate quota for Muslims in jobs and educational opportunities. TMMK urged the chief minister Jayalalitha to direct the Wakf Board to send all its communications only in Tamil to the administrators of mosques[7].

TMMK also organized relief fund for the victims of the earthquake in Gujarat in 2001 and the genocide of 2002 disbursing almost $200,000[8]. TMMK collected almost $120,000 as tsunami relief fund and distributed in Tamil Nadu, Pondicherry and Andhra Pradesh.

TMMK contributed $16,000 to the Babri Masjid Committee of the All India Muslim Personal Law Board for meeting the legal expenses. It has conducted residential summer Islamic school for the benefit of both school and college students to help them utilize their summer vacation in an useful manner. TMMK also publishes a weekly magazine Makkal Urimai to create civic awareness among the Muslim community.

2005-10

The units of TMMK have won several awards for organizing large blood donation campaigns[9]. It was given two awards by the Governor on behalf of the Tamil Nadu Aids Control Board for exemplary service in donating blood. In the aftermath of the 2004 tsunami disaster, the cadres of TMMK engaged in rescue and rehabilitation activities. In 2006, TMMK published audited accounts of all wings for the first time ever[10]. It has disbursed scholarships, textbooks and uniforms to deserving and economically weak students with annual aid worth $20,000. It also telecast programmes in satellite Television networks like Dan Music in the Persian Gulf and Tamilan TV in Tamil Nadu.

However, the organisation suffered a split in 2006 with the creation of Tamil Nadu Thouheed Jamaath[11] followed by turf war[12].

In 2007, TMMK awarded the chief minister M. Karunanidhi with the honour of Yaaraan-E-Millath in recognition of his yeoman services for the welfare of the Muslims[13]. Accepting TMMK's cause and recommendations of the Sachar Committee, in late 2007, the government announced 3.5 per cent reservation for Muslims in educational institutions and employment[14][15]. TMMK expanded into national political scene with a rally in New Delhi that drew support from other Muslim organisations, trusts and charities.[16]

In early 2010, TMMK gheraoed and picketed the Vellore Government Urdu Medium Muslim High School to fill 12-year instructor vacancies.[17] In late 2010, TMMK disbursed a record $200,000 as fitra[18] It has about 90 ambulances in various parts of the State.[19]
