Designated by vs Recognized by[edit]

I don't have a deep understanding of how the sister city programs work, but I'm thinking it would be more appropriate if this templated said, "... as recognized by Sister Cities International" rather than, "... as designated by ...". Does SCI designate what cities will be sister cities, or do the sister cities decide themselves, then register with SCI? MissionInn.Jim (talk) 23:59, 24 November 2009 (UTC)[reply]
