Is there a way we can reorganize the template to draw a distinction between cities/towns like Durham and Angier that belong primarily to other counties and "bleed" a tiny bit into Wake, and those cities and towns primarily in Wake County? I'll think on ways to make this work better, as no one really thinks of these places as Wake County communities.
