The World Scout Education Congress is an event that takes place every few years and aims to shape the future of education in Scouting.[1] It gathers leadership from National Scout Organizations, educators, and partners to inspire the development of educational programmes and initiatives that meet the needs of future generations.[1][2] The World Scout Education Congress is organized by the World Organization of the Scout Movement (WOSM).[1]

The Congress works by bringing together hundreds of leaders from National Scout Organizations around the world to create a roadmap for the future of education in Scouting. The event supports National Scout Organizations to connect and share best practices around various themes such as promoting membership growth, post-pandemic recovery, strengthening educational programs, sustainable development, inclusive education, intergenerational education, education technology, and youth leadership.[1]

The Congress also explores tools and solutions for delivering education in Scouting, and developing a clear roadmap for the future. The event gathers key National Scout Organizations, educators, and partners to address pressing challenges faced by young people and Member Organizations to advance non-formal education.[2]

1st World Scout Education Congress[edit]

The First World Scout Education Congress held in Hong Kong in 2013. In the event 500 participants from more than 100 countries participated to discuss the future of education in Scouting. This was the first Scout educational congress in the history of Scouting. Over 1,000 people also took part in live video sessions via Internet and shared their ideas and questions in the comment section. The main areas of the congress was 21st century life skills, promoting diversity, youth empowerment and inter-connectivity.[3]

2nd World Scout Education Congress[edit]

The 2nd World Scout Education Congress took place at Kandersteg International Scout Centre in Switzerland between 11 and 15 May 2017. The theme of the congress was 'Prepared - For a Changing World'. It offered those working in the fields of Youth Program and Adults in Scouting[5], a platform to share experiences, assess the relevance of the Movement in today’s society, and point a common direction for the future development of Scouting. More details on the outcomes were presented during the World Scout Conference in Azerbaijan and a full report was available in October 2017.[6]

3rd World Scout Education Congress[edit]

The 3rd World Scout Education Congress took place from December 7 to December 10, 2019 in Rio de Janeiro, Brazil. The event was an international platform for passionate educators, partners, and National Scout Organizations to share and discuss their experiences and expertise in youth programs and adult resources with the aim of shaping the direction of Scouting education over the coming years.[7]

World Non-Formal Education Forum 2019[edit]

The World Non-Formal Education Forum 2019 was a part of the 3rd World Scout Education Congress.[8] The forum was convened by the World Organization of the Scout Movement (WOSM), UNICEF, UNFPA and the Office of the UN Secretary General’s Envoy on Youth, and had participation from over 70 international organizations. It took place in Rio de Janeiro, Brazil from December 9 to December 11, 2019.[8]

The forum was an amazing opportunity for non-formal education practitioners to share the latest trends and methods, connect with each other, and work together to identify the direction that non-formal education should take in the following years.[9] The final report for the first World Non-Formal Education Forum held in December 2019 in Rio de Janeiro, Brazil is now ready for release. National Scout Organizations are encouraged to refer to this report, and use the Rio Declaration and Big 6 Joint Position in their advocacy efforts.[10][9]

4th World Scout Education Congress[edit]

The 4th World Scout Education Congress took place from 1-3 December 2023 at the Cité internationale Universitaire of Paris, France.[11][12]

The 4th Congress brought together around 400 leaders from National Scout Organizations around the world to create a roadmap for the future of education in Scouting. The event supported National Scout Organizations to connect and share best practices around everything from promoting membership growth and post-pandemic recovery to strengthening educational programs that meet the needs of future generations.[1][11]

The event explored tools and solutions for delivering education in Scouting, and developing a clear roadmap for the future focusing on themes such as sustainable development, inclusive education, intergenerational education, education technology, and youth leadership.[11]

The Congress was significant as it provided a platform for Scouting organizations worldwide to share experiences, assess the relevance of the Movement in today’s society, and point a common direction for the future development of Scouting. It was an opportunity for these organizations to work together to identify the direction that non-formal education should take in the following years.[11]

The 4th World Scout Education Congress provided a global platform to address pressing issues facing young people, including the need for greater youth representation in decision-making roles. Ahmad Alhendawi, General Secretary of the World Organization of the Scout Movement, urged National Scout Organizations to include youth representation at every level, highlighting how Scouting provides young people with opportunities to develop leadership skills. [13]

The Congress also focused on mental health, with WOSM making progress towards developing initiatives in health and wellbeing and life skills. Chiara Servili, Technical Officer, Department of Mental Health and Substance Abuse at the World Health Organisation, recognised Scouting’s potential to build the capacities of young people and provide solutions to mental health challenges among adolescents. The event also highlighted the role of Scouts in promoting peace and creating safer spaces. Dominique Bénard, Chair of the Association pour la Promotion des Approches Coopératives, shared that Scouting had a significant role to play in building a more peaceful world. [13]

The Congress also included a breakout session exploring how "Safe from Harm" was creating safe spaces and providing young people with the tools and support they need to live safe and fulfilled lives. The event also focused on the positive impact of non-formal education and discussed how to assess the impact and value of youth organizations using a measurement methodology developed by WOSM and Maynooth University.[13]
