Local elections were held in Santa Cruz on Monday, May 11, 1992, as a part of the 1992 Philippine general election. Voters will select candidates for all local positions: a town mayor, vice mayor and town councilors, as well as members of the Sangguniang Panlalawigan, a governor, a vice-governor and a representative for the province's fourth congressional district in the House of Representatives.

Incumbent Mayor Rodolfo San Luis is running for re-election under LDP, his opponents is Incumbent Councilor Francisco Fernandez who was running under KBL, Businessman Maurito Lateo who was running under the NPC and Brgy. Captain Angelito Bautista who was running under NP.

Mayor San Luis running mate was Incumbent Vice Mayor Reynaldo Limjuco under the same party, his opponents is Renato Balubayan who was Lateo's running mate and running under the same party, Roy T. Lopez running as an Independent candidate and Rolando Ramirez running as an Independent candidate.
