María Bustelo Rueda

María Bustelo Rueda (born May 27, 1961) is a Spanish political scientist, currently a professor in political science and administration at the Complutense University of Madrid. Her fields of investigations include public policies, gender equality policies, evaluation of public policies, gender and politics and gender and universities.

Education

Bustelo attended Complutense University of Madrid, where she achieved a degree in learning sciences in 1984. She then studied program evaluation at University of Illinois, receiving a M.A in 1986. Her PhD in Political Science and Sociology she received in 2001 from the Complutense University of Madrid.

Career

María Bustelo  is currently a professor of Political Science and Administration at the Complutense University of Madrid (UCM), where she is the director of the Master in Program Evaluation and Public Policy,  and in which she has been delegate of Equality of the Rector between the years 2015 and 2019.

At Complutense University of Madrid, she has participated in European gender policy research projects both in Spain and in Europe, as a responsible researcher. Firstly, the European project MAGEEQ (Mainstreaming Gender Equality in Europe), developed in the years between 2003 and 2006, together with the Quality in Gender + Equality Policies (QUING) project (2007-2011); They try to develop methodological tools to analyze the different "interpretative frameworks" of various public policy documents in Europe, emphasizing the various representations that political actors offer. Bustelo has also been part of the GENOVATE project (Transforming Organisational Culture for Gender Equality in Research and Innovation) (2013-2016), which seeks to implement strategies for the transformation of organizational structures towards more competent gender management. In addition, in relation to the University, it also belongs to the Global Assessment Advisory Committee (GEAC) within the UN Women organization.

With regard to national projects, the last one carried out in UNIGUAL (Equality Policies at the Spanish University) (2018-2021) should be highlighted. This project, using a comparative research method, investigates university policies on gender equality in multiple institutions. The objective of the UNIGUAL project is to understand and identify both the obstacles that prevent gender equality policies from being effectively implemented in university institutions, and the facilitating factors to achieve transformative change.

The European Commission has assigned a high-level group of experts, including Bustelo, to assess the results of the Seventh Framework Program (FP7). This expert group is responsible for reviewing achievements and weaknesses in design and implementation, as well as the impact of the Seventh Framework Program (FP7) on European science, innovation, the economy and society. In the ex-post evolution of FP7, the recommendations for the future European research policy are established, among other precepts.

Bustelo is the European scientific director and coordinator of the Horizon 2020 SUPERA project (Supporting the Promotion of Equality in Research and Academy) whose main objective is to implement 6 comprehensive Gender Equality Plans (GEP) to articulate a structural understanding of gender inequalities, stereotypes and prejudices in research as a cross-cutting issue to be addressed in its complex and multi-layered dimensions.

Research

María Bustelo research's is mainly focused on the evaluation of public policies, the analyze of gender policies in Spain and Europe, the strategy of gender mainstreaming and to some extent the assessment of gender equality in academia and research.

She published on the first subject with her book Monográfico: Políticas públicas en tiempos de crisis. Un análisis desde la perspectiva de género (2014), accompanied by Julia Espinosa Fajardo and Eva Alfama. It studies the efforts made on behalf of policies aiming at achieving greater gender equality; but also, the rest of public policies, analyzing the potential difference in their impact on women and men.

She published on the second subject with “Three Decades of State Feminism and Gender Equality Policies in Multi-governed Spain” (2016). This article aims at proposing a gender policy area capable to get implemented and develop, disregarding the favouring economic and political current Spanish context.

Her most recent publication on the subject of gender mainstreaming is in the European journal of politics and gender: “Policy evaluation and gender mainstreaming in the European Union: the perfect (mis)match?” (2020), accompanied by Rachel Minto and Lut Mergaert. They assess the capacity of the European Commission's current approach of policy evaluation to judge gender mainstreaming and other social agendas. Taking EU research policy as a case study, their analysis reveals inadequacies between the present evaluation standards adopted under the Better Regulation agenda and therefore the requirements for effective evaluation of progress towards social objectives, like gender equality.

Along with Lucy Ferguson and Maxime Forrest, María Bustelo is the co-author of “The Politics of Feminist Knowledge Transfer: Gender Training and Gender Expertise” (2016) that draws together analytical work on gender training and gender expertise. Its chapters critically reflect on the politics of feminist knowledge transfer, understood as an inherently political, dynamic and contested process, the overall aim of which is to transform gendered power relations in pursuit of more equal societies, workplaces, and policies.

The current professor hired full time for the Complutense University of Madrid in Somosaguas (Campus of Political Science and Administration) has participated in multiple policy projects. His most relevant research areas are Public Policies, Gender Equality Policies, Evaluation of Public Policies, Gender and Policy, Evaluation from the perspective of Gender, Feminist Evaluation, and Gender and Universities. Dr. Bustelo has explored various fields of research for her academic work.

She has worked in the United States four times, most notably her project in 2013 for the Real Colegio Complutense at Harvard: ‘Exploring the Evaluation of Women’s Academic and Research Careers: a Comparative Analysis USA-Europe. Dr. Bustelo has participated in special research contracts in collaboration with various companies and administrations, such as the Project: PICE Program for the internationalization of Spanish culture 29-2018.

It is difficult to establish a synthesis of the Bustelo's work, Dr. Bustelo has written more than 100 articles and books since 1989, among which some relevant works such as Lombardo, Emanuela, Petra Meier and Mieke Verloo eds stand out. 2009. This work allows an approach to gender rhetoric that is key to understanding the patterns in the language behind political behavior.

Some of the most cited academic works of this Spanish author are "Multiple meanings of gender equality: A critical frame analysis of gender policies in Europe" (M Verloo, M Bustelo) Central European University Press 328 2007. Diversity of meanings of gender equality across Europe and reflects on the contested concept of gender equality. Professor Bustelo has made multiple colloquia and papers presented at Congresses, she has also directed various doctoral thesis and cum laude works since 2000. In addition, Dr. Bustelo has been Delegate of the Rector for Equality in the period 2015-2019 for the Complutense University of Madrid, as well as pioneering Director of the Master in Evaluation of Programs and Public Policies of the UCM, which is currently in its 18th promotion.
