Don't Underestimate the Power of The Assume Good Faith
The purpose of adminship is to help the editors edit by dealing performing certain technical tasks. As these tasks (blocking users, deleting pages, protecting pages) can damage Wikipedia if used inappropriately, we have ya'll go through an Rfa first.

ANI is not supposed to be Wikipedia's version of the Colosseum where we engage in the public spectacle of thumbs-up, thumbs-down block this editor! (e.g. WP:PITCHFORKS).
So apparently Napoleon and Patton -- according to people way smarter than me who understand these things -- were great battlefield generals due to their use of terrain. What I do know is that on Wikipedia the territory one wants to seize is the article talk page.

Throughout the project, breaches of the expected level of decorum are common. These violations of the community's standards of conduct are unevenly, and often ineffectively, enforced. (1,2)

WP:ADMINACCT "Administrators are expected to respond promptly and civilly to queries about their Wikipedia-related conduct and administrator actions and to justify them when needed."
In a recent principle, arbcom explained: "Administrators are expected to behave respectfully and civilly in their interactions with others. This requirement is not lessened by perceived or actual shortcomings in the conduct of others."

9) Per policy, "as a matter of … effective discourse, comments should not be personalized. That is, they should be directed at content and actions rather than people." Disparaging an editor or casting aspersions is a personal attack, regardless of the manner in which it is done. The usual exception to this principle is reasonably expressed concerns raised within a legitimate dispute resolution process.

Preventative
[edit]I'm not sure if you've read the blocking policy but "preventative" goes beyond "preventing immediate damage to the encyclopedia" and into "acting as a deterrent to further issues" and "encouraging a better atmosphere".
