Sheikh Mohammed ibn Rashid Al-Maktoum, vice president and prime minister of the UAE and ruler of Dubai, unvield the "Dubai strategic plan 2015" on Febuary 7th, 2007[1].The plan,launched under the theme “Dubai...Where The Future Begins”.It aims to improve and to develop the different sectors of Dubai such as, Economic growth, Social development, improvement of infrastructure, land and Enviroment, to regulate Security justice and safety.sThe plan also includes to increase the GDP of Dubai to 397 $ billion by 2015[2].



Economic developement[edit]

As, of 2006 Economy of Dubai is valued at $ 46billion.Although it is considered the economy of Dubai is based on the back of its oil industries, though it only shared 6 % in its economy , most of the revenue comes from Tourism sector.Dubai's economic growth since 2000, was growing at the annual growht rate of 13 %, dubai's economy is increasing at a faster rate than the emerging economies of china, india, and the developed economies of Singapore, Ireland, and USA[3].But due the the financial crises of 2008-2009 Dubai's economy has been shrink greatly.

=Strategic thrusts[edit]

The salient features of Dubai strategic plan 2015 are:



  • To maintain the annual growth of Dubai to 11 % for the next 10 years.
  • Increase real GDP per capita to Dhs. 162,000($44,000) in 2015.
  • Increase productivety by 4 % per annum.
  • Create new sectors of strength with sustainable competitive advantage.
  • Promote innovation to develop new sectors and increase productivity.



The Economical strategic plan of Dubai is based on 6 building blocks, which are Tourism, trade, transportation, and financial services on the back of human capoital , productivety, innovation, cost of living and doing bussiness, Quality of life, and laws and regulations. If the proposed plan is to be followed , GDP of Dubai is expected to reach $ 397 billion by 2015.To achieve he target it is estimated that a total 882,000 workers will join the workforce in Dubai by 2015, which will result in the increase the total employment by 1.73 million[4].


Social development[edit]

The salient features of Social development is based on:



  • Revice immegration and policies and regulations in order to maintain demographics balance.
  • Increase the semnce of local culture and the other major cultures by updating the content of the educational curriculum.
  • Improve Arabic language profession.
  • Increse the national's participation in the workforce and society.
  • Support nationals so that they become the preferred employees in strategic seco\tors theough education and skills development.
  • Equip national's awareness of their anticipated role in the future.
  • Improve the educational sector.
  • Upgrade teachers qualifications to improve public school's performance.
  • Improve the quality of health services and the healthy status of the population.
  • Introduce health insurance.
  • Improve the quality of social services.
  • Improve the cultural enviroment.
  • Develop physical infrastructure to promote cultural activities.
  • Improve the working condition of the work force of Dubai.
  • Develop the enforcemant mechanism for labour regulations.



Infrastructure, land and Enviroment[edit]

For the last 10 years Dubai has became the important tourist destinaion in the world, Dubai has been ranked 8th in the list of most visited cities.Investment on large scale on different projects in Dubai has give rise to the contruction brust on large scale in Dubai. One of the many projects, which are carried out in Dubai is the Dubai Metro project which aims to improve the transport facility in Dubai, it costs approx $ 4 billion.Different road network projects are currently under construction in Dubai worth AED 6 billion[5].


The salient features of this plan is as under:



  • Preserve natural resources.
  • Provide the efficiency energy, electricity and water supplies to the grwing needs of Dubai.
  • Develop the safety standards and implement on it for the transportation vehicles.
  • Improve the transportation, and road networks.
  • To raise enviromental awareness.
  • Increase road network and transportation system capasity.

  • To ensure the safety of all the national;s, residents. and visaitors.
  • To protesct public health.
  • Improve the Quality of life of National's, residents, and visitors.
