William Victor Baker, known commonly as Bill Baker, is a career civil servant with the Government of Canada and has been the Deputy Minister of Public Safety since October 13, 2009.

Early and Personal Life[edit]

Baker earned both a Bachelor of Arts in Political Science and Psychology and a Master of Arts in Public Administration from Carleton University.

He is a graduate of the ICD Corporate Governance College, Directors Education Program (September 2007) and received the professional ICD.D designation from the Institute of Corporate Directors (November 2007).

Baker is married to Nicole Jauvin, currently Deputy Minister and President of the Canadian Northern Economic Development Agency. Together, they have six children.

Career[edit]

Baker started his professional career in 1979 as a civil servant with the Government of Saskatchewan, before moving to the Public Service of Canada in 1987.

Revenue Canada[edit]

In 1987, Baker joined Revenue Canada Taxation as Director of Program Evaluation, Internal Audit and Evaluation Directorate, and later held the positions of Director of the Corporate Development Division and of the Administration Consolidation Task Force.

Baker was Director General of the Policy and Intergovernmental Affairs Directorate before becoming the Assistant Deputy Minister of Appeals Branch in 1997 and Assistant Commissioner of Compliance Programs Branch in 1999.

Canada Firearms Centre[edit]

In 2003, Mr. Baker was appointed the Canada Firearms Centre (CFC) as Commissioner by then prime minister of Canada, Jean Chretien. The CFC was created and began operations in 1996 to oversee the administration of Canada’s Firearms Act and more broadly, the Canadian Firearms Program. As Commissioner of Firearms, Baker was responsible for the Department’s operations and reported directly to the Solicitor General of Canada.

Canada Revenue Agency[edit]

Baker was appointed Deputy Commissioner and Chief Operating Officer of the Canada Revenue Agency on May 23, 2006, and Commissioner and Chief Executive Officer of the Canada Revenue Agency on April 2, 2007.

Public Safety Canada[edit]

On October 13, 2010, Prime Minister Stephen Harper appointed Baker Deputy Minister of Public Safety Canada. As Deputy Minister, Baker is responsible for coordinating and supporting the efforts of federal organizations helping to ensure national security and the safety of Canadians. He is charged with working with other levels of government, first responders, community groups, the private sector and other countries to enhance the safety of Canadians. Baker is currently supported in his role by Graham Flack, the Associate Deputy Minister of Public Safety.

Honours and Awards[edit]

Carleton Alumni Award[edit]

In March 2008, Baker was awarded the 2008 Alumni Award for Distinctive Contribution to the Public Sector by the Carleton University’s School of Public Policy and Administration.

National Public Service Week[edit]

Baker was the National Chairman of the 2009 Government of Canada Charitable Workplace Campaign.
