Lt Col Islam ul Haque is a Retired Pakistan Army officer [1]. He belongs to the Pakistan Army Corps of Engineers [2][3]. He had participate in Indo-Pak Conflict Kargil War in 1999 and also participated in Mines clearing operation in Gulf war [4][5]. Due to his meritorious service the Government of Pakistan has awarded him Tamgha-e-Imtiaz Military [6][7]. Beside from Military Career he has experience to work with various National and International Organizations i.e Unicef[8], Pakistan Council of Research in Water Resource[9], Water and Sanitation Agency (WASA) Rawalpindi [10] and Plan International Pakistan [11]. He is also active member of various reputed organizations i.e World Water Council[12], International Water Association[13], International Association of Hydrological Sciences[14], American Society of Civil Engineers[15], Geological Society of America[16], Water Environment Federation[17], American Water Resources Association[18] etc.

Early life

Islam ul Haque was born on 23 March 1956 in Sadiqabad in the Punjab province of Pakistan. He obtained his earlier education in Sadiqabad.

Military career

Islam ul Haque was commissioned in the Pakistan Army Corps of Engineers on 16 April 1977 in the famous 55 PMA Long Course[19]. Lt Gen Tariq Khan Corps Commander Mangla, Lt Gen Zaheer ul Islam DG ISI, Pakistan, Lt Gen Salim Saleem Nawaz, IGA Pakistan Army and Lt Gen Agha Muhammad Umar Farooq are his course mates. He has also obtained his BSc in Civil Engineering from Military College of Engineering, Risalpur[20][21] Master in Business Administration from Allama Iqbal Open University[22] and MS in Environmental engineering science from National University of Science and Technology[23].

Later Career

After getting Pre-mature retirement from Pakistan Army he was selected[24] as Managing Director, WASA Rawalpindi[10] for the period of 3 years (2007-2010). In the Capacity of Managing Director, WASA Rawalpindi he represented Pakistan in many National and International Water, Environment conferences [25][26]. He is also active member of several International Water, Waste water and environment organizations and he also wrote number of research article published in various international reputed magazines [27] [28][29] [30] . He is author of Water Utility Specific Climate Change Adaptation Action Plan [31] and National Action Plan for Arsenic Mitigation of Pakistan [32] [33]

Honors

According to World Bank Report[34] during his tenure WASA Rawalpindi has made considerable progress in service delivery to the consumers of WASA covered area as compare to other WASA's in Punjab. His MS Environmental Engineering and Sciences Thesis on "Use of Municipal Wastewater in Plain cement construction work" is published by LAMBERT Academic Publisher, Germany [35][36] . During his tenure WASA Rawalpindi was elected as a Member of steering committee of Global Water Operators Partnership Alliance (GWOPA) in GWOPA foundation meeting held from January 29-30th, 2009, in Nairobi, Kenya [37] [38].
