Born in Karak, Jordan in 1946. The son of Salem Saqer a teacher and educationist (1919-1975). He finished school in Al_hussein college in Amman, and travelled to Egypt to study medicine. He graduated from Alexandria University in 1969. He went to specialise in Neurosurgery in the United Kingdom and obtained his FRCS from the Royal College of Surgeons of Edinburgh in 1975. He returned to Jordan in 1977 to establish the neurosurgery section at the University of Jordan where he was appointed as professor. He later became Dean of Graduate Studies, Dean of Research, Vice president and later in 1998 he was appointed president of the University of Jordan. In 2003 he was called upon to be a member of cabinet assuming the portfolio of Higher Education, and Minister of Health. In 2008 he became member of the Jordanian Senate. In 2009 he was appointed as minister of education and higher education in the government of Nader Dahabi and he continued with same portfolio in the goverment of Samir Rifai till January 2011 when he returned to Jordan university to teach at the medical school until he was called upon in January 2019 to serve once more as minister of education and higher education in the governnent of Omar Razzaz . He resigned in October of the same year and returned to his teaching post.
