Excess tagging

Hi, I have noticed you are adding {{cleanup rewrite}} and {{copyedit}} tags to articles that have already been substantially cleaned up. As I understand it, Cleanup Rewrite is for the worst articles (that don't even look like articles), and Copyedit is for articles where other problems have already been mostly solved and the text is stable. As we are trying to clear the backlog of articles with multiple maintenance tags, adding these two isn't very useful.
