Request reason:

This block is insanely large, and is cutting out thousands of Verizon users. I suggest finding a better, more specific, range block, and lifting this block. But, what do I know, I'm just a guy who retired from being an admin here. Seriously, almost every time I try to edit Wikipedia (because I still run across issues that bother me... even if I don't want to volunteer here under my account anymore) via mobile devices nowadays the entire ranges of those are blocked off. This is super lazy admin work to just block everything off to not have to deal with specific vandals.
