172.16.194.51 is not your IP address as seen by the outside world (including Wikipedia), but some internal IP of your local network (it's not blocked either). You may want to try a tool like http://WhatIsMyIP.org/ to figure out your IP address. Maybe you're using a VPN or some sort of webhosting service?
