License tagging for File:Font issue 2014-04-08b.png

Where would I make a suggestion for WP:TWINKLE?

Since you're the main developer and such, where would I make a new suggestion for a function/addendum to a function for Twinkle? I don't think it would be too much coding, but obviously, I'm not a developer. Thanks.
