Due to past disruption in this topic area, a more stringent set of rules called discretionary sanctions is in effect: any administrator may impose sanctions on editors who do not strictly follow Wikipedia's policies, or any page-specific restrictions, when making edits related to the topic.

Hi - I've opened this, for reasons that you'll understand when you read it. Note that I've also suggested that this may be a false-flag sock, and the other editor is claiming they're also an IP that has previously edited the article, but you'll see why that doesn't quite add up when you read it.
